«Opportunities and impact of new modes of teaching»

«Over the past years, universities have intensified a deeper transformation of teaching and learning in higher education, based on e-learning and online education. New modes of teaching and learning create new opportunities for enhancing the quality of the learning experience for on campus students, for reaching out to new target groups off campus and for offering freely accessible open education through the internet (OERs, MOOCs). They support the quality, visibility and reputation of the institution.
Higher education can meet these challenges if the systems are resilient enough. Therefore, higher education should be modernised, making use of new technologies.Through new modes of teaching and learning the three complementary  areas in higher education are made adaptive to meet the challenges described: (1) blended and online degree education will allow higher quality degree education for larger student groups, who will even belong to smaller communities and enjoy intensive education, linked to research and innovation; (2) flexible continuous education and continuous professional development online, including new types of short learning programmes, will prepare students for innovation and entrepreneurship in business; and (3) online open education through OERs and MOOCs will enrich citizens in order to participate better to society at large».

A Conferência conta com a presença de centenas de representantes de entidades públicas europeias, incluindo a eSPap, representada pelo Presidente do Conselho Diretivo - Jaime Quesado».

On 17-18 October 2016, the JRC is organising the first ever encounter between European policy labs, EU policymakers and national authorities in charge of public sector innovation. 37 policy labs from 14 countries and other public sector innovation teams will showcase their projects, highlight benefits, and share experiences from their innovative and citizen-centred ways of supporting public administrations in designing better policies». WHAT IS A POLICY LAB? 
Policy Labs are dedicated teams, structures, or entities focused on designing public policy through innovative methods that involve all stakeholders in the design process. Practitioners describe these efforts as design or evidence-based approaches, which places the end users at the center of each stage of the policy-making process. After proposals are formulated, they are tested and validated through various forms of experimentation. In addition to co-creating and re-imagining policies and public programs, Policy Labs also undertake a wide range of activities such as preparing prospective studies, organizing creativity workshops, or instilling a sense of empowerment in civil servants through training and other learning activities. The majority of Policy Labs are in and of themselves experimental initiatives undertaken by members of a public administration, frequently with the support of external designers and experts in public innovation. Although a handful of Labs are mature entities in existence for more than a decade, most initiatives are nascent structures with a median age of two years. The Policy Lab life cycle is also dynamic: each year, a handful of Labs are created while other programs are placed into “hibernation” or cut for a number of reasons, including budget reductions, shifts in political agendas, or changes in elected leaders. Each Policy Lab is unique in terms of its' organization, structure, objectives, and programs. To reflect this diversity, we adopted a relatively flexible definition to identify and qualify Policy Labs within European Member States described in the following sections.»

«Uma nova visão para a Gestão Pública»

Em especial destacamos uma sintese de um encontro que houve sobre o Sistema de Normalização Contabilística para as Administrações Públicas - SNC-AP - Pgs. 14/15:



Estivemos lá e, se bem nos lembramos, depois de se louvar a iniciativa, o que agora voltamos a fazer,  alertamos para algo que nos parece relevante, sobre o que, aliás, temos refletido neste blogue - e no ISCAL É VERDE -  e que vai na seguinte direção: um dos objetivos do SNC - AP é uma maior transparência na prestação de contas, ora, para isso, na esfera dos relatos, nomeadamente  dos PLANOS-RELATÓRIOS  clássicos, não podem os sistemas contabilísticos ignorar  o que se anda a investigar em ação quanto a RELATÓRIOS UNIFICADOS à luz do Desenvolvimento Sustentável. O Relatório Integrado da IIRC é do mais consistente. E lá está a pensar-se também a Administração Pública. Melhor, o Setor Público:
