«New York, 23 June—Emphasizing the critical role that public institutions must play in achieving the Sustainable Development Goals (SDGs), the United Nations will mark 2016 United Nations Public Service Day today by focusing on how to mobilize public institutions for the implementation of the SDGs. The UN Public Service Day has been celebrated since 2003 to recognize public service innovations that have led to more effective and inclusive public service delivery in countries worldwide. Public Service Day thus promotes the search for innovations in governance and public administration through the Public Service Awards Programme. Public Service Day 2016 will be recognized with a high-level panel discussion focusing on Leaving No One Behind, in recognition of the 2030 Agenda for Sustainable Development. The United Nations Secretary-General will deliver a video message and the Under-SecretaryGeneral for Economic and Social Affairs Mr. Wu Hongbo will participate. Also H.E. Mr. Stef Blok, Minister of Housing and Central Government Sector of Kingdom of the Netherlands and H.E. Mr. Reymi Luis Ferreira Justiniano, Minister of Defence of the Plurinational State of Bolivia as well as Ministers from several other countries will attend the event». Continue a ler.

Com frequência temos feito a apologia do uso das novas tecnologias no ensino e aprendizagem, de que a modalidade mais divulgada talvez seja a  conhecida por eLearning no ensino à distância. É assim que aqui damos conta da oferta educativa a que se refere a imagem. Saiba mais aqui. De lá:

As diversas partes de todos os cursos são apresentadas em blocos disponibilizados gradualmente, seguindo um calendário definido pela Coordenação Pedagógica. Os conteúdos disponibilizados estão acessíveis 24 horas por dia, 7 dias por semana, permitindo a cada estudante organizar o seu tempo de estudo.

O Gabinete de Apoio à Formação Avançada da Universidade Católica está ao serviço dos estudantes no que diz respeito às questões administrativas e instruções referentes à utilização da plataforma na internet, esclarecendo as dúvidas por correio eletrónico ou telefone.

O acompanhamento pedagógico dos estudantes é feito pela equipa coordenadora de cada curso, composta pelo seu diretor científico e pelo responsável pedagógico de todas as formações, Juan Ambrosio.

No início do ano, os estudantes devem escolher se desejam ser avaliados, modalidade reservada a pessoas com o mínimo do 12.º de escolaridade, e que implica a realização de trabalhos escritos.

Na modalidade de curso livre a avaliação não constitui requisito obrigatório, e os estudantes terão, da parte dos professores, a mesma atenção dedicada aos alunos sujeitos a provas e a uma nota final. (...)».

Em particular, gostamos da existência daquelas modalidades, igualmente valorizadas. A nosso ver, é o que se pode denominar por Boas Práticas com que se pode aprender.

Reforçando o video: «Introducing the Public Sector Pioneer Network Public sector organizations are being increasingly challenged with maintaining or improving outcomes within the same or reduced resources. Communicating how, and how well prepared they are, to achieve this will be critical to public accountability. Participants in the Public Sector Pioneer Network will share views and experiences on how can be adapted to be fit for purpose for the public sector, with the end goal of improving transparency and building trust.. The network is an opportunity for public sector organizations to use to understand and clarify the connectivity of the information they already publish. Porque trazemos o Programa  da imagem para aqui? Para corroborar, ilustrar,  uma ideia que temos de há muito: qualquer oferta educativa devia ter opções para a sua concretização, de maneira a ir de encontro aos diferentes interessados. Por exemplo,  de encontro às suas disponibilidades, nomeadamente de tempo, à sua idade - não é indiferente ser-se um jovem sem experiência profissional, ou um adulto com uma longa história de vida -, ao maior ou menor uso das tecnologias de informação e comunicação. O Programa da imagem só tem duas opções, mas cada caso é um caso, e pode haver mais. Mas duas já não é mau.

«Abstract - The status and characteristics of 48 national identity programs and initiatives in 43 developing countries were reviewed, including an evaluation of how these programs are being connected to—or used for— service provision . The identity programs reviewed are mainly government-issued national IDs. However, other types of national identity programs with links to various services including voter cards, passports, and two programs targeting the poor and the banking population were also reviewed. Following a brief review of the roles of identity systems in development and recent identity system trends, an overview of the 48 national identity programs, including technical features (such as whether physical identities incorporate an electronic component or are embedded with biometric features), implementation status, population enrollment strategies, and coverage is presented in the report. The implementation challenges around accountability, privacy, data management, enrollment, coverage, cost, and harmonization of identity programs were also reviewed. Finally, the functional applications of national identity programs, reporting how these programs are linked with services in finance, health, agriculture, elections, and other areas, and analyzing whether particular identity program characteristics are associated with functional applications are discussed in the report».
