A biblioteca, situada ao lado de um parque, é um dos cinco edifícios culturais desenhados por um quadro internacional de arquitetos, incluindo Bernard Tschumi Architects, Bing Thom Architects, HH Design e MVRDV. Todos os edifícios estão conectados por um corredor público envolto por uma marquise de vidro projetada pelo GMP.
