«What if
Supreme Audit Institutions (SAIs) had a handbook at their disposal
to help ensure that a country’s budget is on track and aligned with
Sustainable Development Goals? Well, now they do. Over the past two
years, we have worked with SAIs, civil society, international
organizations and public finance experts to create “Strengthening Budget Credibility through External
Audits: An Auditor’s Handbook.” This practical guide
can help national auditors probe how existing and potential audit
work can contribute to improving budget credibility.
Budgets are supposed to provide a roadmap for effectively
delivering vital public services. When governments spend as they planned,
the budget is deemed to be “credible.” When they don't, social service
delivery stalls, and trust in public institutions is eroded.
“Over the two years we’ve been working on this [issue],
1,100 people have participated in webinars, and we have also had
peer-reviews and comments from more than 30 audit institutions from
around the world,” said IBP Executive Director Ana Patricia Muñoz at the
handbook’s recent launch. “At IBP, we work with a broad range of
stakeholders to make sure that public funds are raised and spent in a
fair, just, equitable and transparent manner. Over time Supreme Audit
Institutions have become a great partner...and we know this is only the
beginning” ».
